The following are common and are taken from nine issues that appear in the textbook:

Program content – there is always the issue of what is to be taught and how should it be presented. Training programs at all levels should allow for enough time to deal with the topic. There should be specific learning objectives and assessment of those objectives. Assessment can take place in many ways include written testing and demonstration.

Instructors – as stated in the text there needs to be training in how to be an instructor. Experience alone is not a sole requirement. There is also a need to have full time instructors but that is hardly the case as instructors must be brought in from other assignments. It is also important to have subject matter experts brought in from outside the police department, e.g. prosecutor to deal with laws of evidence.

Attendance – it is felt that training should be a full time activity but many states do allow part-time training on nights and weekends. The former situation often creates attendance problems and inattention because of fatigue.

Facilities – many are outdated and need technology. A typical "smart classroom" at a college holds no more than 25 students and has modern audio visual equipment. Most classrooms now have tables with comfortable chairs and computer hookups.
