Because of the unique nature of their work, and shared experiences, the police have developed a culture that is their own. This culture has its own unwritten rules and expectations, and a violation of these rules or expectation can lead to an officer being informally sanctioned by his or her peers. Within the police culture, there are certain values that are prized, including bravery and solidarity. While there is nothing wrong with solidarity, in and of itself, if it prevents officers from informing on colleagues who are engaging in corruption or misconduct, what many call the “code of silence,” it is a substantial hurdle to disciplining those who engage in corruption or other forms of misconduct.
