Why is all ROM RAM but not all RAM ROM?

This question is based on the observation that, quite early in the days of the microprocessor, the term RAM underwent a change in meaning. ROM has always indicated read?only memory. Such memory may be random access or serial access. ROM is concerned only with the non?volatility of the memory (actually you
can, in theory, have random access ROM or serial access ROM but there is no commercial demand or technical need).

RAM describes the access mechanism and really means non?sequentially. However, RAM has come to mean read/write (an entirely different meaning). So, ROM is RAM because it is random access. RAM is random access and it may or may not be read?only.
