A filibuster is unique to the Senate and occurs when unanimous consent is not reached over a particular bill or piece of legislation. It is a procedural move that attempts to halt passage of a bill. During a filibuster, a senator can speak for an unlimited amount of time on the Senate floor, and he or she can speak on any subject. Filibusters can end with the invoking of cloture, a supermajority of 60 senators that agrees to end debate.
