How does the 2013 United Nations Arms Trade Treaty exemplify the challenge of getting states to cooperate on solving international issues?
What will be an ideal response?
The failure of major states such as Russia and China to sign the treaty demonstrates the anarchic nature of the world political system. While major weapons manufacturers in the international system have a vested interest in ensuring that their sales to legitimate buyers are not constrained, each passing day without more regulation of such weapons means more deaths globally that might have been avoided. So, cooperation is needed, but achieving it is hard because states act more from self-interest than cooperation.
