There are several explanations as to why police corruption occurs. One is the rotten apple theory, which says that there are a few bad officers that recruitment and training cannot identify. Another is that some officers start out as idealists but become "bad" because of the socialization processes of training and field experiences. The rest of the answer is opinion.
