Should local agencies be held liable for failing to train their officers if the officers acted in good faith?
What will be an ideal response?
Yes, the agency should still be held liable. Injuries are suffered by the victim and the victim deserves compensation. Note if the officers acted in good faith they will probably not be liable, but the agency will be.
