(1) Who is responsible for their support-the government or the family? There has been a shift toward a nuclear family structure rather than the traditional multigenerational family in which older members are provided care by their children. (2) Health care that meets the needs of an expanding aging population: Older citizens need care for chronic health conditions that are more expensive and result in greater dependency on others. (3) Income inequality for the aging population: Since most do not have pension plans, it is a significant issue for the aging. Without an adequate income, the aging cannot support themselves, purchase enough food to survive, and cover medical expenses.
