Prevention of tobacco use is difficult because the tobacco industry spends almost $10 billion a year to market its products; the number of smoking scenes among the top-grossing children's movies rose from 564 in 2010 to 809 in 2016, a 43 percent increase; and 69 percent of middle and high school students are exposed to electronic cigarette ads in retail stores, on the Internet, in magazines or newspapers, on TV, or in the movies (Singh et al., 2016; Tynan et al., 2017). During 2016, states collected almost $26 billion from tobacco taxes and legal settlements, but spent less than 2 percent of the money on tobacco control programs (Jamal et al., 2016).
