The first instrument was the “Super Committee”--the Joint Select Committee on Deficit Reduction. This committee was composed of equal numbers of Democrats and Republicans and was meant to reduce the deficit by $2 trillion to match the projected amount of borrowing needed. The second instrument was the automatic sequestration of funds if Congress and the president were incapable of reducing the deficit. In this plan, if the target figure was not reached, the amount needed would be automatically taken from spending, half from defense and half from domestic discretionary expenditures.
