• Only the most serious problems are identified under the current definition; learners with milder levels of impairment do not meet the criteria for identification and services.

• Parents resist identifying their children as having emotional disturbance because of the stigma associated with the label for the child and the parents.
• Students with internalizing, less visible, and less disturbing behaviors are often simply overlooked.
• School administrators fear they will be restricted in disciplining the learner and therefore may be reluctant to support the identification of the learner as having an emotional disturbance.
• Services are expensive for these students, and there is a shortage of trained personnel willing to work with them; staffing shortages are related to the stress and burn-out associated with serving these students.
