HIV, like the flu virus, is a rapidly mutating one that produces new strains often enough to make it very difficult to produce a vaccine. It may be possible that an annual vaccine is needed, as is the case for the flu vaccine. Still, HIV mutates even more rapidly than the flu virus, and it would be difficult to trust the effectiveness of a vaccine when the virus it protects against changes so rapidly.
