Students should first be able to define universal norms (human rights as delineated in the Universal Declaration of Human Rights that most countries can agree upon) and relative norms (rights that are unique to an individual society, dictated by its religion, cultural practices, level of development, and acceptable criminal punishments). Students should then be able to identify an example of a relative norm, which may be the unwillingness of the Taliban in Afghanistan to allow girls to attend school; policies of some Islamic regimes that prohibit women from driving; the practice of female genital mutilation; the varying levels of legal protection against rape globally; European policies imposing dress requirements on Muslim women; and criminal punishments such as caning, stoning, and the death penalty.
