Explanation helps us understand why events happen. But to achieve precise and accurate prediction we need to get past things like motives or compliance with rules and discover the causes of events. Once we learn the causes, we can control natural phenomena to the extent that we can influence those causes, either by bringing them about or preventing them from occurring.
