According to the National Alliance on Mental Illness, 40 percent of adults with serious mental health problems will be arrested at some point in their lives, often for petty crimes. About 56 percent of all state prison inmates and 64 percent of all jail inmates are suffering from some sort of mental illness. States reduced their spending on mental health services by about $5 billion from 2009 to 2012, meaning that those suffering from poor mental health often wind up in the "care" of the criminal justice system. Mental hospitals have been replaced by prisons.
