Explain the purpose of the federal Dispute Resolution Act

This Act was passed by Congress to help the states provide community-based dispute
resolution mechanisms to promote the expeditious settlement of minor disputes. The Act
recognizes that while individual disputes may be small, collectively they add up to enormous
