List three policies that could be adopted by the American government that would decrease persistent poverty. Explain how each of the policies would achieve that goal. Use concrete examples wherever possible.

What will be an ideal response?

The government could, for example, reduce poverty by making the EITC and the food stamp programs more generous; providing quality child care at low or no cost to working parents, especially single mothers; providing free postsecondary education; raising and indexing the minimum wage so that it keeps pace with inflation; and strengthening labor unions. These policies would improve the prospects of the poor and near poor in the labor market and make it easier for them to survive on what they earn. They would also, inevitably, be expensive and politically problematic.
