Because most crimes are so petty it would cost more to investigate them than was actually lost in the crime. Certain crimes, generally violent crimes, are given higher priority for investigation. There are limited investigation dollars to be spent and they must be spent on higher priority cases; crimes the public fears, or crimes that have political implications.
