There are two competing, but not necessarily mutually exclusive approaches to explaining the causes of police misconduct and corruption. First is the “bad apple” theory, which asserts that police misconduct is caused by individual officers who have personal shortcomings or character flaws. This perspective believes that problem officers may then influence others, creating a bigger problem. As such, they must be identified and dealt with as soon as possible. This can mean retraining the officers or terminate their employment when necessary. The other perspective believes that police corruption and misconduct are the result of the nature of the job and the culture of the organization. Essentially, the environment in which officers work creates opportunities for misconduct. Only when measures are put in place to counter these opportunities and temptations can misconduct be prevented and organizational integrity maximized.
