Differentiate between the educational definitions of deaf and hard of hearing and the technical definitions

The technical definitions of deafness and hearing loss are straightforward: to be considered deaf, a person must have a hearing loss of 70 to 90 decibels or louder and be unable to use hearing as the primary method for developing language; to be considered hard of hearing, a person must have a hearing loss in the 20 to 70 dB range but benefits from amplification and communicates primarily through speaking. From an educational perspective, a person is considered "deaf" if their hearing impairment is so severe that the student is impaired in processing linguistic information through hearing with or without amplification and the student's educational performance is adversely affected. It does not matter what dB loss the person has; if the student's progress in education is affected, then she qualifies for services under IDEA.
