Answer: Answer should describe Tier 1 as representing scientifically based instruction implemented in general education classrooms. Tier 2 intervention is intended for those students for whom Tier 1 instruction is found to be insufficient and includes more intensive instruction to smaller groups of students. Tier 3 is intended for those students for whom Tier 2 is found to be insufficient and typically involves intensive individualized instruction, implemented more frequently and over a longer period of time than Tier 2 interventions; and focused directly on precise learning objectives. Tier 3 may or may not involve special education depending on state and local guidelines. The tiers each represent an attempt to provide intervention that meets the needs of individual students.
