Cindy’s physiological needs were not fulfilled when she lived with her mother in that she was not receiving adequate nutrition, nor was she receiving adequate hygiene. Her other needs are not mentioned at that time, but given that her mother did not have a permanent home, it is unlikely that her safety and security needs were met. While her physiological needs were met when she was placed with her first foster family, her safety needs were not met in that the neighborhood in which she lived experienced gang violence and drive-by shootings. This foster family also did not fulfill her love and belongingness needs in that they rarely showed her affection. The other needs are not mentioned but they are unlikely to have been met considering it is more difficult to meet the higher needs if the lower ones have not been met.
