CBA: Refers to any approach that uses direct observation and recording of a student's performance in the school curriculum as a basis for obtaining information to make instructional decisions.

CBM: Refers to the use of specific procedures whereby a student's academic skills are assessed from repeated rate samples using stimulus materials taken from the school's curriculum. Primary uses of CBM:
-establish district or classroom performance standards
-identify students who need special instruction
-monitor individual student progress toward long-range goals

When CBM is used to establish performance standards, measures are developed from the school curriculum and administered to all the students in a target group. The results provide data to determine standards of performance. 4 components of CBM:
-material selection
-test administration
-performance display and interpretation
-decision-making framework
