For Weber, it is the bureaucratic form of rationality that is most responsible for creating an oppressive, overly routinized, and depersonalized society. This theme has formed the core of critical theory. Horkheimer drew a distinction between “subjective reason” and “objective reason.” Parallel to Weber’s notion of formal or instrumental rationality, subjective reason is “essentially concerned with means and ends, with the adequacy of procedures for purposes more or less taken for granted and supposedly self-explanatory. It attaches little importance to the question whether the purposes as such are reasonable” (Horkheimer 1947:3).
