If Barry is correct, private contractors control quite a bit of the intelligence flowing through the homeland security system, as well as the manner in which it flows. They also control information about their own activities, and, as Rothe and Ross demonstrated with military contracting, corporations tend to behave in their own self-interest.
Corporations do not freely share their shortcomings with the government agencies that hire them. If these trends continue, a large portion of private industry will control vast portions of antiterrorist policy. This can be stopped if government agencies hold corporations strictly accountable and if the government is able to take on the tasks of these private entities.
