The marketing emissions, institutionalized in the EU’s Emissions Trading Scheme (2005) occurs when carbon emission permits are assigned, free of charge, to European corporations, subjecting the atmosphere to private enclosure. By contrast, the Clean Development Mechanism (CDM), allows “countries who cannot meet their promised carbon emissions reductions under the 1997 Kyoto protocol to buy carbon from developing countries by paying for projects like reforestation, power plant energy efficiency, and capturing methane from landfills. Both practices are regarded as business as usual and do little to address the climate change challenges, but instead recycle the market problem as it solution.
