How does the likelihood of the survival of technological societies restrict the number of civilizations with which we might communicate?

If a society survives a technological level for only 100 years, the chances of communicating with it are small. If most civilizations last only a short time, there may be none capable of transmitting during the cosmically short interval when Earthlings are capable of building radio telescopes to listen for them. On the other hand, a society that stabilizes and remains technologically capable for a long time is much more likely to be detected.
