A detainer is a legal hold that another jurisdiction has placed on an inmate. Prior to releasing the inmate on parole or at the expiration of a sentence, the institution notifies the jurisdiction that holds the detainer so that the agency, which issued the detainer, can make arrangements to transfer the inmate to their jurisdiction.
