individuals and organizations that seek to protect and promote their interests with state and
federal lawmakers and to influence public opinion. They do this by donating money to
specific candidates and using the media to further their mission.
2. A great deal of funding for political parties comes from organized groups that have a
vested interest in policy decisions. These donations come from political action committees
(PACs), special interest organizations that raise money privately to help elect or defeat
candidates based on their stances on various issues. PACs heavily influence federal
campaigns and policy by strategically allocating money to the two parties.
3. Perhaps the most important consideration with PACs is that the PAC-legislator
relationship is often called a “gift-giving relationship,” in that it is reciprocal. In other
words, once a PAC offers a lawmaker money, the lawmaker is expected to do a favor for
the PAC in terms of political action. This means that the more money a PAC raises and
gives to a politician, the more power that PAC has over the politician.
