Answer:
A disability is the condition that a person has; it is only one of many different traits that an individual possesses.
A handicap is a restriction on a desired function, resulting from the interaction of a person's disability with environmental factors that cannot or will not be modified to allow another way to accomplish the required functionality.
The two terms differ in that the disability is a personal characteristic, while handicaps are an environmental issue; handicaps can frequently be lessened or eliminated by accommodations that allow the individual to accomplish what he/she needs to do in a different way, using abilities that are not affected by the disability. A teacher's responsibilities include the elimination of handicaps wherever possible, or lessening the impact if the restriction cannot be completely removed.
