Reading is a language activity, and children?s ability to read is ultimately limited by their understanding of language, because in reading they construct meaning from print. Students? culture should be considered in designing reading instruction, including how reading and writing are used in their culture, the values that are placed on them, the ways students have observed and participated in reading, and the group and/or individual reading environments of their culture.
