An agency goes through the process of position classification, which includes identifying the position in terms of the special knowledge the job requires, its level of difficulty, and the responsibilities that come with it. Each position opening is described by GS level and occupation, which in turn define the qualifications an applicant must meet in order to be considered for the position. In the federal GS system, levels 1–8 tend to be clerical positions. With a master’s degree, an applicant may qualify for placement at the GS-7 or GS-9 level, whereas levels 10 and above tend to be managerial levels that require higher levels of experience.
