A rout is when two or more persons, acting together, make an attempt or advance toward the commission of an act which would be a riot, if actually committed. It is the preparatory stage of a riot.
A riot is any use of force or violence, disturbing of public peace, or any threat to use such force or violence, accompanied by immediate power of execution, by two or more persons acting together.
