How does the bail system contribute to jail overcrowding?

A judge sets monetary bail to allow defendants to leave prison before trial. However, if a defendant cannot afford any bail, then he or she stays in jail even if there is little risk to the public. If the monetary bail system were reformed, there would most likely be less overcrowding in jails.
