In order to provide government services and benefits, governments use the domestic policy tool of direct provision-the hiring of public servants, or bureaucrats who earn a government paycheck, to dispense the services or benefits. For example, veterans' hospitals hire doctors and nurses and physical therapists to administer health care to veterans, and the U.S. Postal Service hires mail carriers, postal clerks, and postal processing machine operators to deliver mail.
