Instructional tools should help make learning more efficient by saving time, energy, and/or money in the instructional process. Tools also should make learning more effective in that student learning is greater, deeper, or more rewarding for students and their teacher. Finally, tools make learning more engaging by enhancing student interest, whether it be cognitive, affective, or psychomotor engagement. (From The Use of Instructional Tools).
