Within small organizations the implementation of an SPI framework requires resources that may be in short supply. Managers must allocate people and money to make software engineering happen. Therefore, regardless of the size of the software organization, it's reasonable to consider the business motivation for SPI. SPI will be approved and implemented only after its proponents demonstrate financial leverage. Financial leverage is demonstrated by examining technical benefits (e.g., fewer defects delivered to the field, reduced rework, lower maintenance costs, or more rapid time-to-market) and translating them into dollars. In essence, you must show a realistic return on investment for SPI costs.
