Explain why privacy expectations are so important to the federal government's metadata surveillance operations.
What will be an ideal response?
Under the Fourth Amendment, the government needs a warrant to eavesdrop on or record communications made by U.S. citizens, who have a reasonable expectation that those communications are private. Because a number of federal courts have ruled that there is no reasonable expectation of privacy with regard to communications involving cell phone calls and Internet use, the government has more leeway in "searching and seizing" information relating to that activity.
