Why does the kernel allocate page frames to processes from normal and high memory before allocating pages from DMA memory?

Legacy architectures, such as early versions of DMA, cannot access memory
addresses outside of DMA memory. The kernel attempts to reserve DMA memory for
devices using such architectures until free memory becomes scarce.
