One of the changes in the welfare system of the United States that occurred in 1996 was a move to block grants for states. What advantage(s) might a block grant system allow?

What will be an ideal response?

Since participation in different states face varying needs to help them escape poverty, a
national program may be too restricting, and local control can design a program more suitable
to their constituents. However, an incompetently run state could do more harm than good
regarding use of the funds.
