These policies mandate a specific punishment (often expulsion) for specific offenses. These policies often use
suspension and expulsion to punish both serious and trivial incidents. The policies are used inconsistently across
schools and disproportionately affect minority students; compared to white students, black students are two to
three times more likely to be suspended, and black students receive harsher punishments for less serious offenses
(Skiba & Knesting, 2001). Also, there is little evidence that zero tolerance policies are effective in reducing student
aggression and they may actually increase students' risk of dropping out of school and engaging in juvenile
delinquency.
