The initial phase. The initial phase encompasses the period of organization of the union through the period where it is recognized as a collective bargaining unit by the employer.
The consolidation phase. The consolidation phase begins when the union gains a degree of acceptance by management and police officers, and seeks to consolidate its position and power.
The institutionalized phase. This is the final phase in the development of the police union where the union becomes almost an integral part of the organizational structure of the employing agency.
