The answer to this question is subjective in regards to the morality of turning one’s own brother into the authorities. However, any acceptable response should point out that a simple brake light problem would not likely be sufficient cause to search the vehicle without a warrant, and that a person does not have to give consent to a search without a warrant or without probable cause.
