How was the criminal justice system perceived as a failure?

What will be an ideal response?

The 1960s and 1970s were periods of great social upheaval, antiwar protests, civil rights demonstrations, and rising crime rates. The combination of these events accented the public's fear of the rising crime rate. During this period, violent crime rates hit record highs and the emergence of violent juvenile crime resulted in the public's fear of criminal victimization. The criminal justice system was perceived as falling apart.
