VIN switching, also referred to as vehicle cloning, involves switching the stolen vehicle's identification information with that of an unstolen vehicle of the same make, model, and other design features. Installation of false VIN plates, fraudulent titles, and fake registrations are some of the ways thieves make stolen vehicles appear legitimate. These vehicles can be sold domestically or transported to Mexico, Central and South America, China, or Middle Eastern and Eastern European countries where they will sell for prices that may be double the vehicle's value in the United States. One clear sign of VIN switching is a VIN number that appears to have been replaced or tampered with, or an inconsistency between the vehicle's VIN and other official ownership documentation.
