Generally, the formulations for personhood (consciousness, ability to feel pain, reasoning, self-motivated activity, capacity to communicate, concept of self) are such that it is difficult to place fetuses within the criterion, or if you pose criteria that include fetuses, you would wind up also needing to include animals and permanently comatose humans.
