The two major factors that changed the scope of war in 1917 were the withdrawal of Russia and the entrance of the United States. Russia withdrew after the collapse of the monarchy and the negotiated settlement by Trotsky under the Treaty of Brest-Litovsk. The United States entered the war in April 1917, after being provoked out of neutrality by German attacks on maritime ships, a violation of the neutrality treaty. Also, the forces within Europe were increasingly depleted as the war went on and casualties rose. Food shortages, economic decline, and massive depopulation all contributed to war exhaustion.
