The United Nations created a Handbook on Justice that is used to help guide the creation of victim service programs. It also aided in establishing policies for workers in the justice system that come into contact with victims. These policies are victim sensitive to ensure the well-being of everyone affected by crime. Workers that these policies target include anyone in the court system, law enforcement, doctors, prison personnel, and even members of the clergy.
