Summarize how U.S. jail data are collected and explain why this collection is difficult.
What will be an ideal response?
Counties and cities run most jails, so there is no central collection of data the way there is with U.S. prisons. Also, most people who are in jail are there for less than a year, so the turnover in jails is much greater than that of prisons. Add to that the fact that different jails collect different information and it is easy to understand why data collection is so difficult.
