Civilian review boards are actually slightly less prone to find the police guilty of misconduct than are internal affairs systems.
While police officers who have no experience with civilian review are almost universally against it-feeling that it will be biased and unfair to police officers-those officers who do have experience with civilian review are not against it.
Minority police officers - whether nor not they have experience with civilian review - tend to support the idea of civilian review, and by a wide margin.
